What part of "I'm not looking at the case in which Office 365 itself fails" do you not understand? Microsoft is not our ISP!

I want to be able to keep Office 365 accessible to users on other networks if I lose connectivity on one site due to an ISP or power outage. I do not understand why this should be an "advanced configuration"!

You keep talking about preparing for an Office 365 outage, but that is not interesting to me. If Office 365 itself goes down, we lose all e-mail access. That I can accept. If our Oxford building has a power failure or an ISP outage, however, there seems to be no reason that our US users should not be able to get their e-mail.

Let me reiterate to be absolutely clear: I want to know how to be reliable in the face of a failure ON OUR SIDE. Not Microsoft's.

Reading between the lines, AD FS on Office 365 is clearly not set up to be able to use geographically distributed AD FS systems, so I will be using password synchronization.
