Could you check the status of Office 2013 license via the following steps?
1. Right-click the command prompt (cmd), and then select Run as administrator.
2. At the command prompt, type one of the following commands, and then press Enter.
a. If you're running a 32-bit version of Windows and the 32-bit version of Office 365 ProPlus or running a 64-bit version of Windows and the 64-bit version of Office 365 ProPlus, use the following command:
cscript.exe "%ProgramFiles%\Microsoft Office\Office15\"ospp.vbs /dstatus
b. If you're running a 64-bit version of Windows and the 32-bit version of Office 365 ProPlus, use the following command:
cscript.exe "%ProgramFiles(x86)%\Microsoft Office\Office15\"ospp.vbs /dstatus
Moreover, could you test it on a new installed computer? I want to determine if this issue is related to the client settings.
