Based on my research, user password cannot be synced from AD to Office 365 online.

Have you deployed the ADFS environment? If yes, it is unavailable to change user’s password from Office 365 online side. If no, you can change user’s password from online side, however, this change does not affect the user’s AD password.

Since your goal is “the users could login with their AD passwords the first time”, I suggest deploying the SSO (Single Sign-On). Please refer to Single sign-on roadmap.
