Please follow the points below to do the checking.
1. Please check whether you have any GPO (Group Policy) set in your organization?
2. I see there are three OUs in the error, are they the whole OUs in your organization? Could you create a new test filtered OU and test accounts in it to check whether the issue exists on the new OU.
