Hi James,

I suggest you disable DirSync first, then delete the affected users permanently from Office 365. After they are removed, we can then re-enable DirSync. Please refer to the following steps for more details:

  1. Back up the data of these Office 365 users.
  2. Deactivate DirSync in Office 365 Admin Center.
  3. Remove the license from the users.
  4. Delete the user in Office 365 Portal.
  5. Connect PowerShell to Office 365 by referring to: http://technet.microsoft.com/library/jj151815.aspx.
  6. Use the script  “Remove-MsolUser -UserPrincipalName user@contoso.com -RemoveFromRecycleBin” to delete the user permanently.
  7. Re-enable DirSync to sync the users.

For the SMTP matching part, since these users are not created in Office 365 originally, DirSync has already bounded the on-premises user to the Office 365 user account using an immutable identity value before when DirSync is deployed at first. This make sure the sync process is working properly after we disable and enable DirSync in Office 365.
