creating new local Exchange mailboxes during a staged migration

Hello all,

AD 2003, Exchange 2007, staged migration. After setting up the Directory Synchronization Tool, while we are in the process of migrating mailboxes, will we be able to still create new mailboxes on our local Exchange Server?
