According to this wiki (http://technet.microsoft.com/en-us/library/jj723146(v=exchg.150).aspx), “when it is time to begin your transition, we will create an EOP tenant for you and transfer your FOPE settings and configuration to EOP. When this process is complete, you will receive an email asking you to sign in to your new service and update your MX record. After your MX record is updated, email will begin flowing through EOP instead of FOPE, and your transition will be complete.”, it doesn’t mention that we should manually create the users in EOP.
Also, since our forum are mainly focus on the common issues when using Office 365, to get a certain answer about the issue, I suggest you post a new thread in our FOPE forum to get dedicated support, your understanding is appreciated.
