Hi Jason,

According to your description, there’s no difference between a successful synced user and a failing synced user. Given this situation, I suggest you check the Event Viewer log on your DirSync server to see if there’s any error message reported regarding DirSync. Please see these steps:
1. Open the Event Viewer.
2. In the left panel, select Windows Logs-> Application. Right-click Applicationand select Create Custom View.
3. Select all that is related to DirSync for the Event sources(Directory Synchronization, FIMSynchronizationService, Windows Azure Active Directory Sync Service).
