I understand you have performed a full Dirsync after setting up OU filtering. I'd like to confirm whether you run full Dirsync using the PowerShell cmdlet (Start-OnlineCoexistenceSync). If not, please let me know the detailed steps you run. Also, can you check if there are any updates after running the full DirSync in miisclient. To open miisclient, please go to "c:\Program Files\Microsoft Online Directory Sync\SYNCBUS\Synchronization Service\UIShell". Please let me know the details.
