Thank you for your reply and providing the detailed information. Since the issue affects all the users, I suggest you run Microsoft Remote Connectivity Analyzer to test SSO. You can refer to the steps below:
1. Go to the site https://www.testexchangeconnectivity.com/.
2. Select Office 365.
3. Select Office 365 Single Sign-On Test under Office 365 GeneralTests. Click Next.
4. Expand the testing result, copy and paste the information here.
