We setup DirSync to make managing user accounts a lot easier, but found that the system blocks us from managing important areas of user accounts, such as delegating mailbox access. We do not have Exchange on our local domain, so managing such permissions does not appear to be possible with our current infrastructure. What options do I have? Below is the error message I receive when attempting to alter mailbox delegation.

The operation on mailbox "User Name1" failed because it's out of the current user's write scope. The action 'Set-Mailbox', 'Email Addresses'. can't be performed on the object 'User Name1' because the object is being syncronized from your on-premise organization. This action should be performed on the object in your on-premises organization.
The changes are been attempted using the O365 admin account.
AD effective level is 2008
O365 account level is E3
