The MIIS_Service user might exist at some point in the install, but it is not there when the installer reports the problem since it appears to be removing most everything that it sets up. What remains are 5 FIMSync groups (Admin, Browser, Joiner, Operators, PasswordSet) and one user with a name AAD_f###########b where #### appears to be a random identifier. Both the AAD_xxxxx user and the account I'm using to run the installer are members of the FIMSyncAdmins group. The account I'm running the installer as is a Domain Admin and an Enterprise Admin.
I'm also seeing that the installer appears to be trying to connect to Internet servers. Being as the server doesn't have general Internet access (port 80 sites), is this causing/contributing to installation failure?
