From the log file you provided, I found the following information:
“The Management Agent System.Management.PropertyData failed on execution. Error returned is 'stopped-server-down'. If the problem persists, contact Technical Support.”
Based on this situation, I suggest you continue to perform the steps below:
1. In Office 365 portal, reset the password of the global admin account which is used for Dirsync.`
2. Set new password for MIIS client.
a. In MIIS client, go in to the Management Agents tab in Synchronization Service Manager
b. Right-click on TargetWebService and click on Properties.
c. Under “Configure Connection Information”, enter the new password and save it.
d. Run delta sync Start-OnlineCoexistenceSync
