That last suggestion is I think what it was--I went ahead and did phone support with Engineering and we had a bunch of deleted items that had to be removed before the new sync would work correctly. Then, we changed the user's UPN's to the external domain in all the user accounts and let it sync--that does appear to do it! One thing we found, passwords in the local AD need to be changed or expired for the user to change before the sync takes effect on the account. I ended up changing my password locally, and after the sync (and a little delay) the cloud services all started asking for the new password. It looks to be solved! Thanks for all your help!
