UPDATE:
i went again to site permission of the problematic user, i granted full permission to everyone, so when i login with the problematic user and go to SkyDrive, it worked

i went again to site permissions and i completely remove the permission of everyone, so when i try to access SkyDrive from the problematic user, i directly get access denied...
so i noticed that the problematic account was getting the permission of everyone while with all this test, the account itself was having a full control...
i asked the user of the problematic account if he did anything lately to his account, he told me that he tried to migrate it, but he wasn't able, so he checked the portal to find a solution he found and account in cloud with exactly same his email ID (probably he created it before for testing) so he deleted that cloud account and he begin migrating his account and it was migrating fine, until he stop the migration before it completed because his mailbox is huge and it was taking lot of time
