The issue seems to be related to the configuration. Given the situation, could you try the following steps to see if there is any improvement?
1. Uninstall the application.
2. Uninstall SQL Server.
3. Delete SQL Server folder from Program Files.
4. Delete Azure Sync Folder from Program Files.
5. Delete MSOL_xxxx accounts from AD.
6. Delete AAD_xxxx account from local machine
7. Verify that the user who will install the Dirsync is member of Enterprise Admin and Domain Admin
8. Install Dirsync without SQL command.
